EL OBJETIVO DE LA GERENCIA CIENTÍFICA: ¿EXCELENCIA O CALIDAD?

Los ministerios, los consejos de la ciencia, los laboratorios nacionales, las universidades y todas las otras instituciones que gerencian la investigación, suelen tener un solo objetivo en mente: la búsqueda de la excelencia. El término, prestado casi siempre de la jerga gerencial, aparece por todas partes y también se le usa con frecuencia al mismo tiempo que el término calidad, como si ambos fuesen intercambiables. Se pretende acá alertar a los gerentes de la investigación acerca de los riesgos de diseñar y gerenciar una política de la investigación sobre la base de la excelencia. No siempre sirve a sus propósitos.
