THE GOAL OF RESEARCH MANAGEMENT: EXCELLENCE OR QUALITY?

Abstract

Ministries, science councils, national laboratories, universities and all other institutions that manage research often do so with a single, generic, objective in mind: the quest for excellence. The term, largely borrowed from managerial vocabulary, abounds everywhere, and it is also frequently used in conjunction with quality as if the two words were largely interchangeable. The goal here to warn against designing and managing a research policy on the basis of excellence. It will not work very well; worse, it will create unwanted and unintended consequences, some of which at least will be negative
