The objective was to develop a Virtual Learning Environment for the subject “Information Systems”, Specialty of Computer Science at the Pedagogical Institute, Maracay. The idea is to design an instrument to interact with students when professors
are absent, by means of virtual education. It was applied a pre test to 19 students to know their knowledge level regarding to
the use of tools and educational Internet applications. The Instructional Design of the System was established to determine what and how can be taught and learnt by means of instructional events and materials. Also, it was presented a model of the
system and established an implementation plan to conceptualize a previous model for the future computer application. In conclusion, there is a need for modern learning mechanisms coherent with the use of new technologies.
